Thematic focus areas
Sikika focuses on four main coordinated health outcomes – Health care Governance and Financing, Human Resources for Health, Medicines and Supplies as well as HIV & AIDS.
Health Care Governance & Financing
The Department of Health Governance and Financing aims to realize three broad objectives, namely increased budget efficiency, transparency as well as improved oversight function at both central and local level.
To achieve these, a continuous engagement is done with key boundary partners – the Ministry of Health and Social Welfare, the Prime Minister’s Office – Regional Administration and Local Government Authorities and the Social Services Committee of the Parliament to influence changes in the above stated objectives.
Sikika believes that improved budget transparency will increase the participation of citizens in thebudget process and therefore increased ownership of the process.
Improved efficiency in terms of allocation and use of resources in the health sector as well as proper oversight contribute to delivery of better and quality health services to the citizens.
Human Resource for Health
The department conducts gender-sensitive researches on Human Resource for Health financing, training, recruitment, distribution, retention and adherence to ethics.
The same department conducts capacity building sessions to citizens on community monitoring of service delivery and how citizens can constructively engage in public dialogue with service providers.
The department also conducts consultative sessions with health service providers, policy markers,local government officials and Members of Parliament. At national level, we coordinate with other actors through the Human Resources for Health Technical Working Group.
Medicines and Medical Supplies
The department works to ensure the availability and accessibility of quality medicines and medical supplies at all levels of health care delivery by advocating for equitable planning and budgeting for medicines and medical supplies as well as advocating for the efficiency, transparency and accountability in the procurement and distribution of medicines and medical supplies.
To ensure those objectives are met the department conducts different surveys on the monitoring of medicines and supplies as well as desk reviews to assess the efficiency, transparency and accountability of the Medical Store Departments (MSD). ‘
At national level, we coordinate with other actors through the Pharmaceutical Infrastructure Working Group.
HIV & AIDS
This includes the availability of ARVs and medicines for the PLHIV, and the availability of medicine supplies like CD4 count machine, reagents and the availability of information on the same.
The department also works to ensure efficient planning, budget allocation and implementation of HIV activities by analyzing the government and donor plans and budgets to uncover issues of resource misuse, and advocating for the functioning of HIV& AIDS committees, as well as empowering citizens to claim for their rights.
Media and Communication
The Media Department is the communication link of the organization as it promotes both internal and external communication. It is a vehicle for promoting Sikika’s products, activities and advocacy strategies to its various boundary partners while at the same time getting feedback from them.
Monitoring and Evaluation
Over the past 10 years, Logical Framework (Log-frame) guided our M&E work. During the strategic review process, we internally held deep reflections. Based on the lessons learned we found out that logical framework was somehow limited in terms of capturing qualitative processes of change, which is vital for sustainability of advocacy work. From 2011, Sikika adopted and localized Outcome Mapping (OM) as part of M&E Framework.
This new framework provides space for joint planning, dialogue and reflection on the agreed actions with Boundary Partners. The term boundary partners refer to all those stakeholders who have a direct bearing on the change that we are looking for.The framework permits adjustment of activities and strategies at any moment during the implementation period based on the lessons from boundary partners.
This new framework has also enabled Sikika to focus more on the specific contribution we make towards specific outcomes while acknowledging contribution of other actors.
